That means that they provide the space for someone to place their webpages. It will be on a computer called a Web Server.
A Web Server is just a computer that is attached to the Internet with a fast connection. It has special software loaded so that it will respond for requests for web pages.
As with much that is for sale on the Internet, you can find a wide range of prices. You can pay too much for too little. And by doing a lot of searching and comparing you can narrow your list down. I have already done a lot of that searching and digging and reading and listing and comparing. How about $24.95/month?

You can use a search engine and search for "reseller web hosting" which will be less expensive than "dedicated web server". Try them both to get a sense of what is out there.
Depending on what type of hosting you choose, you can get it setup within a day, usually and within a few days even in the case of dedicated servers.
You don't really need much technical skill. There are a few steps involved, but it's all really pretty simple. The difficulty is in the fact that you have never done it before and that you don't know what to do or in what order.

First of all, you need one because almost all hosting now is setup using domain names and not I.P. (Internet Protocol) addresses.
You will need a domain name, even if you only host websites that you own.

Without getting technically complicate, it goes like this:
When you purchase your domain name, it is easiest if you already know the Names Server information for your hosting account. You will be given this information by the Hosting Company.
It is in the form of 2 addresses like
NS1.MYNAMESERVER.COM
NS2.MYNAMESERVER.COM
So, if you already know this BEFORE you purchase your domain name, you can usually enter this information at the same time that you purchase your domain name.

The most common are CPanel/WHM, and Plesk. I have used both and either one is ok. The link shown above uses the first one, which I think is a little more user friendly.

2. Get a domain name and at the same time, list the name servers with the domain name registrar.
3. Follow the instructions which you will be given from HostingWithUs to setup your first web hosting account using the WHM control panel.
4. As your own customer, use Cpanel control panel to setup space for your own domain.
Note: You may not want to ReSell hosting accounts, but for this price, you can just set up your own hosting accounts and some for your Friends, Affiliates, and Family. Do it for your own websites first because as a User, you will have to learn the CPanel control panel. You will then be able to guide your customers in using it.
Remember to setup e-mail using your domain name. There is a single click setup link in this Cpanel to automatically setup Outlook Express to retrieve and send e-mail for you using your domain name REGARDLESS OF YOUR ISP.
